OneDrive or OneDrive for Business as storage location is mandatory in the free version of OneNote 2016. The corresponding menu entries are there but selecting them only results in an error message.

The free Version of OneNote 2016 lacks the ability to store notebooks on or load/import them from local drives and folders.

But Microsoft soon thought it over and added almost all missing features with the following updates so that in the end the free version of OneNote 2013 (meanwhile OneNote 2016) looked pretty much identical to the Office version. Essential functions have been left out or blocked, like recording audio notes or encrypted sections. But a closer look of that version soon revealed a lot of flaws and missing features, compared to the version that is installed with MS Office 2013. It’s been exciting news when in March 2014 Microsoft announced that OneNote 2013 would be now available for free to everyone.

Is it really the full OneNote 2016? And why is the Microsoft website telling me I already got it?

Since early 2014 Microsoft is offering a free download of OneNote, at first OneNote 2013, now OneNote 2016.
